[BGIN-general] Experimental use of Zulip Chat for BGIN

If you haven't gotten your account for Zulip Chat, your invitation link might be already expired.
So, I'm sending out another invitation to Zulip Chat for everybody on this mailing list. 
I guess you'll not receive an invitation if you're already a member of it.
